Mr. Ward was appointed as the Authority's Executive Director beginning January of 2014. As Executive Director, he is responsible for all drinking water treatment and distribution to the City of Atlantic City. As a born and raised Atlantic City resident, Bruce completed his undergraduate studies at Rutgers, the State University in Newark where he was a Paul Robeson Scholar. A designated New Jersey Certified Public Manager, Bruce earned his Masters Degree in Public Management with combined studies at New York University, Rutgers Graduate School and exchange studies at the American University, Cairo, Egypt. Additionally, Bruce completed post-doctoral studies in Director Development at the Kellogg School of Management, Northwestern University. Bruce's initial professional experience included administration and teaching assignments at Atlantic County Vo-Tec, Atlantic Cape Community College, and the Richard Stockton College of New Jersey. Seeking a second career, Bruce returned to studies and earned his law degree from Rutgers Law School. As a mid-career law school graduate, Bruce served an internship with the Honorable, Stanley S. Brotman, Sr. Judge, US District Court, and a Clerkship to the Honorable Rosemary Gambardella, Chief Judge, US Bankruptcy Court. Upon admission to the New Jersey Bar, Bruce worked as a legal research analyst for Cigna Insurance and was later appointed Vice President and General Counsel for Reliance Health Systems. Bruce has the unique distinction of serving in four (4) separate branches of municipal government; former Atlantic City Councilman, City Solicitor, Municipal Prosecutor for Cherry Hill Township, Chief Municipal Court Judge of Atlantic City, and now, Director of a Municipal Public Utility. Bruce is a member of the New Jersey Bar Association, Public Utilities Law Section, the Atlantic County Bar Association, and serves on the Board of Directors of Savenergy Inc. Bruce is a Certified PADI Scuba Diver, and a credentialed Diplomat for the Bougainville Islands of South Pacific.
Deputy Executive Director of Operations

Garth joined the Authority in 1991 and served in the capacity of Assistant Plant Manager until 2004 when he was promoted to the position of Deputy Executive Director of Operations. In this role, he is responsible for maintenance and operations of the water supply, treatment plants, transmission facilities and customer service. Prior to joining the ACMUA, Garth worked for the Bradford City Water Authority in Bradford, Pa. Garth is the licensed Distribution System Operator of record. He holds a Bachelor’s Degree in Chemistry from the University of Pittsburgh. Garth and his wife Wendy and son Ryan reside in Atlantic City.
Frederic L. Bor
Frederic L. Bor serves as the Atlantic City Municipal Utilities Authority’s (MUA) legal counsel. Mr. Bor has been an attorney since 1972, having graduated from Rutgers Law School as Editor of the Law Journal. In addition to his private practice, Mr. Bor was a Municipal Court Judge and has represented many governmental entities, including
City Solicitor of Atlantic City. Mr. Bor holds a Ph.D. in Political Science and two Master's Degrees, including one in State and Local Governmental Administration from the Fels Institute of the Wharton School, University of Pennsylvania. Mr. Bor currently is an Adjunct Professor of Political Science at Temple University, where he teaches State and Local Government.
