Neil A. Goldfine Executive Director Mr. Goldfine has served in this position since July 1980. As the Chief Executive Officer of the Authority, he is responsible for the water department serving all of Atlantic City. Mr. Goldfine graduated with a BSCE degree from Lehigh University in 1970, and pursued Graduate Studies in Environmental Engineering at the New Jersey Institute of Technology. He is also a licensed Professional Engineer and a licensed Professional Planner in the State of New Jersey. His previous experience includes ten (10) years as an engineer and manager with the New Jersey Department of Environmental Protection in the Division of Water Resources. In 2005, Mr. Goldfine was appointed by Governor Richard Codey to serve on the New Jersey Water Supply Advisory Committee. In addition, Mr. Goldfine is currently the Chairman of the Water Utility Council for the New Jersey American Water Works Association, and previously served on the Atlantic County Solid Waste Advisory Council. Mr. Goldfine served on the Egg Harbor Township Planning Board for two (2) years (1981-1982). Mr. Goldfine has received the Fuller Award, the American Water Works Association's highest award for Engineering Excellence, and the Management Achievement Award from the Association of Environmental Authorities. Mr. Goldfine's affiliations include: American Society of Civil Engineers, American Water Works Association, Water Environment Federation, and is a past President of the Association of Environmental Authorities. Mr. Goldfine is married to Lynn and they have two children.
Garth Moyle Deputy Executive Director of Operations Garth joined the Authority in 1991 and served in the capacity of Assistant Plant Manager until 2004 when he was promoted to the position of Deputy Executive Director of Operations. In this role, he is responsible for maintenance and operations of the water supply, treatment plants, transmission facilities and customer service. Prior to joining the ACMUA, Garth worked for the Bradford City Water Authority in Bradford, Pa. Garth is the licensed Distribution System Operator of record. He holds a Bachelor’s Degree in Chemistry from the University of Pittsburgh. Garth and his wife Wendy and son Ryan reside in Atlantic City.
Linda R. Bazemore Deputy Executive Director of Administration In 2001, Linda joined the Authority. In her role at the Authority, she is responsible for interpreting and putting into effect all Administrative and Financial Policies of the Authority. She currently oversees the following functional divisions: Personnel Office, Accounts Receivable, Accounts Payable and other supporting staff. Linda was born and raised in the City of Atlantic City. She graduated from Atlantic City High School in 1984, and in 1988 graduated from Stockton State College with a Bachelor’s Degree. In May of 2000, she received a Masters in Business Administration from Rutgers University. Mrs. Bazemore is a Certified Public Accountant (CPA) in the State of New Jersey. Prior to joining the Authority staff, she was employed by the South Jersey Gas Company for over nine (9) years, serving in various capacities. Linda has a son and is married to John Bazemore.

AT THIS TIME | Frederic L. Bor Legal Attorney Frederic L. Bor serves as the Atlantic City Municipal Utilities Authority’s (MUA) legal counsel. Mr. Bor has been an attorney since 1972, having graduated from Rutgers Law School as Editor of the Law Journal. In addition to his private practice, Mr. Bor was a Municipal Court Judge and has represented many governmental entities, including City Solicitor of Atlantic City. Mr. Bor holds a Ph.D. in Political Science and two Master's Degrees, including one in State and Local Governmental Administration from the Fels Institute of the Wharton School, University of Pennsylvania. Mr. Bor currently is an Adjunct Professor of Political Science at Temple University, where he teaches State and Local Government.
